Abstract
Driven by industrial policies such as Made in China 2025, China's new energy vehicle industry has rapidly emerged as a key player in the global green transition. However, its expansion into the European Union—a global leader in sustainability regulation—faces multiple challenges, including policy asymmetries, resource competition, and governance barriers within global value chains. Drawing on literature and policy analysis, this study adopts the global value chains governance framework and theories of sustainable transformation to examine the sustainable development prospects of Chinese new energy vehicles in the European Union. The findings reveal that while Chinese firms dominate midstream segments such as battery manufacturing, European Union policy instruments—such as the Critical Raw Materials Act and the Carbon Border Adjustment Mechanism—pose significant market barriers. Structural challenges, including technological asymmetries and limited Environmental, Social, Governance compliance capabilities, further constrain the upgrading of Chinese firms within the global value chains. In response, this study proposes a set of strategies: enhancing policy coordination mechanisms, co-developing circular economy infrastructures (e.g., battery recycling hubs), and promoting joint green innovation. These recommendations aim to reconcile China’s cost-oriented modular governance model with the European Union’s relational and sustainability-driven approach, thereby fostering a greener and more equitable Sino-European automotive value chain.
