Abstract
Urban freight transport has become a growing source of emissions and congestion in major cities, mainly driven by the rapid expansion of e-commerce and last-mile delivery demand. This study examines whether urban freight decarbonisation is approaching a tipping point at which low-emission logistics solutions become self-reinforcing and dominant. Using London as a qualitative case study, the research analyses secondary data from policy documents, industry reports, and corporate sustainability disclosures. The study is grounded in the concept of tipping points in complex systems, focusing on the emergence of reinforcing dynamics in logistics systems. The findings suggest that urban freight in London is nearing such a threshold, driven by the interaction of regulatory pressure — particularly the Ultra Low Emission Zone — declining costs of electric vehicles, and the diffusion of alternative delivery models such as cargo bikes and urban consolidation centres. These factors contribute to understanding how adoption, innovation, and cost reductions mutually reinforce one another. The study highlights that decarbonisation may become self-sustaining when business-level cost and operational advantages align with initial policy interventions, offering both theoretical and practical implications for urban logistics transitions
